It could be the caste system mixed in with the increased desire to attract investors on part of your govt. Also the businesses coming in want to keep things profitable so there is motivation on their part
The people. In my experience with Police, Revenue, Corporation, they are all in need of paisa. But I overcome all by saying "I am a member of CPI-ML ( Communist Party of India Marxist-Leninist Liberation) and I will not give or take bribe". The government people well know that this communist will never give up, so leave it for this time and make money from others and never from people like me. But you should be right always and have lot of guts while dealing with govt people.
